The Institute’s Safety Climate Lab under Dr. Emily (Yueng-hsiang) Huang is validating a safety climate scale created specifically for the COVID-19 pandemic. This COVID-19 Safety Climate Scale will help companies build good COVID-19 safety culture and climate in preventing the spread of COVID-19 in their workplaces. This COVID-19 Safety Climate Scale is designed to help organizations evaluate culture, predict outcomes and promote safety and health of employees as they return to work. This is among the first climate scales specifically developed for pandemic situations and has undergone a rigorous expert assessment and revision process.
This survey will identify and measure problem areas to direct intervention development, programs, policies, and procedures. Organizations that present high scores on the COVID-19 Safety Climate evaluation, as displayed in prior research, may experience:
- Increased motivation for employees to return to the workplace
- Increased COVID-19 safety knowledge
- Increased safety and health behaviors in the workplace
- Increased employee engagement
- Increased employee job satisfaction
- Increased employee safety, health and well-being outcomes
- Increased productivity
- Reduced exposure to COVID-19
- Decreased presenteeism
- Decreased absenteeism
- Decreased turnover rate.
Participating organizations engaging in this assessment will invite their employees to voluntarily complete a one-time, 15-20 minute survey during their workday. Researchers will present the analyzed assessment results to the organization in a workshop, answer any questions and identify safety strengths and weaknesses.

Dr. Emily (Yueng-hsiang) Huang’s Safety Climate Lab is located in the Oregon Institute of Occupational Health Sciences at the Oregon Health and Science University. The Safety Climate Lab team consists of highly experienced and expert researchers from across the US and abroad who have developed Safety Climate Scales for over 10 years. Dr. Huang has implemented Safety Climate Scales with 60+ companies internationally. Being located at OHSU, the Safety Climate Lab team has access to Total Worker Health® (safety, health and well-being) experts and resources to inform the holistic nature of their evaluative tools. In addition, they have access to Return to Work experts and an extensive network of organizations and businesses who support research and development projects.
